The mission of the jail is to consistently deliver safe and secure housing of inmates for the benefit of the
court, the citizens of Lynnwood, and our contract agencies, while simultaneously providing cost effective
detainment and alternatives to incarceration.
Authorized staffing for the Detention Division is one detention commander, 14 full-time custody officers.
Current contract agencies include the cities of Brier, Bothell, Edmonds, Lynnwood, Mountlake Terrace,
Lake Forest Park, Woodway, Mill Creek, and the Snohomish County Sheriff’s Office. The facility will also
hold inmates for the local state Department of Corrections office, the United States Immigration and
Naturalization Service, Drug Enforcement Agency, and FBI on a short-term basis.

In 2007 the program realized ongoing participation and revenue as a result of the court’s continued
involvement, program popularity, and active recruiting of eligible candidates by the program coordinator.
The results brought about not only an increase in revenue, but also a lowering of jail costs as an alternative to
incarceration.
Program staff have maintained success in creating a program that was (and continues to be) flexible enough
to accommodate scheduling and financial limitations of most eligible applicants.

Like the community service program listed below, the electronic home monitoring program has also saved
the jail valuable inmate bed space and thus reduced costs. The 5,704 days served on the program equates to a
savings for the city of $370,760. ($65.00 per inmate bed day times 5,704 days). This figure, in addition to
the $89,469 of net program income listed on the table above, totals $460,229.

The year 2007 continued to be a success for the community service program and provided an alternative to
incarceration for the Court. Although volume was somewhat diminished, revenue increased as a result of fee
increases.
The Parks Maintenance, Public Works, and Community Development Departments of the City continued to
provide work opportunities and benefited from the inexpensive labor provided. Approximately $363,130
was saved by the City through this program. Additionally, the Lynnwood Police Department’s cadets were
very active in supervising community service labor for the detailing and washing of police vehicles.
As a result of community service programs in 2007, the City saved a total of 2,756 Lynnwood inmate bed
days at a rate of $65.00 per day, or total cost savings of $179,140.

*The total combined savings and revenue generation of the electronic home monitoring program
($460,229) and the community service program ($393,970) totals $854,199. This proved to be a
value increase of 3.26% over the 2006 level. Additionally, inmate phone service commissions
generated $13,184.
Passed the Annual Jail Inspection:
The facility passed a thorough inspection that covered all points of
operations.

Addition of Upgraded Jail Surveillance Enhancements:
The facility doubled its surveillance capacity
from 16 to 32 cameras. Picture quality was improved for better detail, and data storage capacity was
expanded.
Passed the Annual Jail Audit by the Governor’s Advisory Board for Juvenile Justice: Satisfied all
terms and conditions to hold juveniles in the Lynnwood jail for up to a six hour period of time.
Upgrade of Jail Management System:
The jail’s computer database was successfully upgraded to
include additional features at no extra cost to the city.
Staffing Additions/Replacements: Three new officers were recruited, hired, and trained.

Sundays, 9:00 AM to 2:00 PM in one hour time blocks. Inmate must have been sentenced to more than seven days or on bail hold and have already served seven days.
Only verified Lynnwood residents may be allowed to serve jail commitment time in the Lynnwood Detention Facility on non-Lynnwood commitments. To do so, a fee of $65.00 (USD) per day (in cash) plus a $10.00 booking fee will be collected prior to the jail stay commencing.

Inmates are typically limited to a 30 consecutive day maximum stay. Beyond 30 days, inmates may be housed at the Snohomish County Jail, the Chelan County Jail, the Okanogan County Jail, the City of Sunnyside Jail, the Benton County Jail, or the Ferry County Jail.
Some trustees may participate in limited programs including jail maintenance services, grounds keeping around the city, and vehicle washing. Additionally, an electronic home detention program and community service program are available if authorized by the court.
