What are Uniform Crime Reporting (UCR) Crime Reports?
Uniform Crime Reporting (UCR) is a Federal law enforcement program that provides a nationwide view of crime based on the submission of statistics by law enforcement agencies throughout the country. This program was developed and initiated by the International Association of Chiefs of Police (IACP) in 1930, which also received congressional approval that authorized the FBI to serve as the national clearinghouse for statistical information on crime.

What are Part 1 Crimes?
Part one violent crimes are defined as Murder and Non-negligent Manslaughter, Forcible Rape, Robbery, and Aggravated Assault (serious injury to victim or use/display of a weapon). Part one property crimes are defined as Burglary, Larceny (Theft - regardless of the value of the item), Motor Vehicle Theft, and Arson.

What are Clearances?
Part one offenses can be cleared either by arrest or exceptional clearance. "Cleared by arrest" or solved for crime reporting purposes when at least one person has been (1) physically arrested or (2) charged with the commission of the crime and turned over to the court for prosecution (whether following arrest, court summons, or police notice). "Exceptional clearance" are determined by following the guidelines outlined by the FBI, which includes a positive to response to a series of questions, such as has the investigation definitely established the identity of the offender and is there some reason outside law enforcement control that precludes arresting, charging, and prosecuting the offender?
