Bureau of Field Operations 

The Bureau of Field Operations is comprised of the Patrol Division, Detention Division, Traffic Section, Special Operations Section (S.O.S.), Animal Control Unit, Canine Unit and the Reserve Unit. The Special Weapons and Tactics (S.W.A.T.) Team and the Allied Law Enforcement Response Team (A.L.E.R.T.), both multi-jurisdictional units, also fall under the control of the bureau. Under the command of the Deputy Chief, the Bureau of Field Operations has 48 full-time commissioned positions, 15 part-time commissioned positions and 17 non-commissioned positions authorized.

The Lynnwood Police Department, through the work of Bureau of Field Operations personnel, has remained a regional leader in DUI enforcement with 428 arrests in 2007. As in previous years, two of our officers were recognized by the Snohomish County DUI Task Force for their leadership and dedication to DUI enforcement. Although calls for service slightly declined in 2007, Bureau of Field Operations officers continued to focus on proactive problem solving efforts.

The Traffic Section functioned throughout 2007 with its full compliment of assigned staff. As a result, there was a significant increase in the issuance of infractions, as well as increases in criminal citations issued. Traffic section officers participated in numerous enforcement campaigns during the course of 2007 with an emphasis on speed enforcement, pedestrian safety and intersection safety.

Detention division personnel worked diligently during 2007 while continuing to see high arrest and booking levels. In an effort to seek alternatives to incarceration there was significant growth in our Electronic Home Monitoring and Community Service Programs. Both programs experienced significant growth over the previous year. The Electronic Home Monitoring Program generated a 25% increase in net revenue and the Community Service Program saw a slight increase in participation and a 39% increase in overall program revenue.

The Special Operations Section accomplished their mission through continued proactive enforcement measures. The team’s emphasis on street level enforcement resulted in an 18% increase in total unit activity, a 52% increase in warrant arrests, and a 26% increase in felony arrests over the previous year.

The Patrol Division, Animal Control Unit, Canine Unit and Reserve Unit served the community in an exemplary manner thus fulfilling the Department’s mission of providing competent, effective public safety services to all persons, with the highest regard for human dignity through efficient and professional law enforcement and crime prevention practices.

The Bureau of Investigations and Services is comprised of the Criminal Investigations Division (CID), South Snohomish County Narcotics Task Force, Training, Planning and Accreditation Section, Records Section, Property and Evidence Section and Community Services Division, which encompasses the Youth Services Section, Crime Prevention and the Explorer Unit. The employees in this Bureau serve in a support role for the rest of the Department, as well as providing direct service to the public.

The Criminal Investigations Division is comprised of a group of highly trained women and men that continue to provide domestic violence and investigative services to the community that are unmatched. Every criminal case report that is taken is ultimately reviewed by CID level for solvability. Where other agencies have stopped working more crimes, Lynnwood detectives continue to work all crimes with leads. A strong work ethic and effective supervision ensures that

we maintain one of the highest clearance rates among comparable cities; 71.1% for persons crimes and 40.8% for property crimes.

The South Snohomish County Narcotics Task Force worked equally hard. During 2008 they were able to initiate and close a high volume of cases. There were several major investigations, some involving collaboration with the Federal Drug Enforcement Administration. The Task Force is well equipped and produces some of the highest quality technical evidence in the region, which leads to a high number of convictions in their cases.

The Support Services Division, including the Records Section and Property and Evidence Section continues to support the growth of the Department with the same level of staffing. They continually rise to the occasion as the work level increases, producing the same high quality of work and levels of customer service.

The Community Services and Administration Division provide links to the community and the Department. The officers that staff Youth Services continue to build bridges with our community’s youth through their positive student interactions at the schools. Our Crime Prevention Section runs the state most successful volunteer programs, employing approximately 80 volunteers that provide the equivalent of nine full-time staff positions in 2008. The Training Section provides training for all personnel, including volunteers, helping our Department have one of the mostly highly trained group of professionals in the State. Last, but not least, the Administrative Unit worked tirelessly to screen and recommend quality new hires for the Department, as well as keeping departmental records such as policy manuals current and within standards.

We embrace the concept of customer service both internally and externally and strive to provide the highest level of service. As a Department, we understand that our responsibilities are far reaching and we are dedicated to providing a level of customer service to the public that is above and beyond the norm. We are always open to listening to the public’s needs and desires so that we can endeavor to improve the quality of life in Lynnwood for residents and businesses alike.

I am proud of the men and women that work in this Bureau. Their dedication to service and their skills and abilities have resulted in many noteworthy accomplishments that are outlined in the reports that follow. Our philosophy continues to be to “Strive for Excellence” and we challenge our employees to do so as we move into the future.
