Scriber Lake Park Renovation Project

The City of Lynnwood has completed the master planning process for the renovation of Scriber Lake Park.  Scriber Lake Park is an important natural resource in our highly urbanized community that is currently underused and in need of renovation.  The new Master Plan addresses the park's recreational potential, the trail system, entrance points, vegetation, wildlife habitat and water quality.  Implementation of the Master Plan renovation will occur when funding is available.  Following is a record of the public planning process for this project.

Project Vision: To establish an urban oasis where the community can enjoy the rustic beauty of the lake, stream, wetlands and forest, through recreation, community gatherings, stewardship and education.

Public Meeting #1

The first Public Meeting was held on May 10, 2004, at the Lynnwood Senior Center.  Project consultants, David Evans & Associates and J.A. Brennan Associates led discussions concerning the park's existing physical condition and current safety issues.  There was strong support for preservation of the natural qualities of the park, including habitat restoration, water quality improvement and environmental education opportunities.

Lake Restoration Charette

In June, project consultants and lake specialists met to discuss options to improve the habitat and water quality of Scriber Lake, identified additional studies needed and the phasing of restoration activities.

Public Meeting #2

The second Public Meeting was held on September 30, 2004, at the Lynnwood Senior Center.  Project consultants, J.A. Brennan and David Evans Associates, presented two Master Plan Alternative Concepts which reflected information gathered at the first public meeting. The neighbors’ comments on the alternatives helped the consultants prepare the Draft Master Plan presented at the 3rd public meeting .

Public Meeting #3

The third Public Meeting was held on November 10, 2004.  The Draft Master Plan was presented and represented months of planning, design and public input. Neighbors and interested citizens had the opportunity to review and comment on the Draft Master Plan prior to presentation to the Parks & Recreation Board and City Council.

The Draft Master Plan combines elements of the two master plan alternatives.  Proposed elements include improvements to the park's entrance points, enhanced views through and into the park, 196th streetscape enhancement, improved trail system, extension of Scriber Creek Trail, new over-water boardwalk, interpretive signage, picnic shelters, natural play areas, enhanced wildlife habitat, environmental education opportunities, lake restoration, protection of the peat bog system, vegetation management and restoration.

Scriber Lake Park Master Plan

The final Master Plan was presented to the Parks & Recreation Board and City Council in February 2005.  This project will be completed in phases, and development is contingent on available funding.
