A Transportation Benefit District (TBD) is a Quasi-municipal corporation and independent taxing district created for the sole purpose of funding transportation improvements within the district.  A TBD is created by ordinance of legislative authority (county or city) and may include other counties, cities, port districts, or transit districts through Inter-local agreements.

The Lynnwood TBD Board considered adopting an ordinance that would have enacted a $20 vehicle registration fee (for each eligible vehicle registered in Lynnwood). The $20 vehicle registration fee would have generated approximately $420,000 annually for transportation projects. At the August 9, 2010 Board Meeting, after conducting a public hearing, the TBD Board voted against adopting such an ordinance (5-2). The TBD Board directed staff to provide the TBD Board with additional information about the possibility of a 2011 ballot measure, which if approved by the voters, would increase sales tax to generate revenue for transportation projects. The TBD Board plans to hold a special meeting on October 11, 2010 to discuss the possibility of a sales tax funded TBD. The public is encouraged to attend.
